The task
Give a class a free hand to invent a society and almost every group builds the same one: a comfortable modern democracy that looks a lot like the world they already live in. The thinking only gets interesting once they can't do that — so this task takes it away.
Groups of three to five draw three cards — a geography, a level of technology, and a way of meeting the outside world — and those three constraints are locked. From there they design the whole thing: how decisions get made, how people earn a living, what the society values and forbids. Then they present it to the class and defend the choices they made. The creativity is real, but it's creativity under pressure, and the pressure is where the social-science thinking lives.
I've taught this unit several times. What's below is the version I've refined from those runs — the constraint cards, the slideshow, the scaffolds, and the assessment all included — tightened up as a piece of assessment design.
Examples of students' work
Because I've run this before, I can show you what it produces rather than just describe it. Two groups gave me permission to share their work — the clearest evidence of what the task asks of students and what "good" looks like.

Zazatown — full design (PDF) ↗ Second group — presentation (PPTX) ↗Zazatown is the one I come back to. The group drew an isolated, pre-industrial island and followed it the whole way down: no outside trade meant they had to feed themselves, a small surplus meant they couldn't carry a big bureaucracy, so authority sat with a rangatira-led council and the harvest was held in common. They wrote an anthem, gave themselves roles, and could tell me why every piece was the way it was — including what their isolation cost them. That last part, naming the trade-off in their own design, is the thinking the whole task is built to produce.
Curriculum Alignment
I built this for Years 9–10, pitched at Level 5 of the New Zealand Curriculum. Its natural home is the Social Sciences objective on systems of government: the Level 5 wording asks students to understand how a system works "and how they compare with another system," and designing a society from scratch is, in effect, building that comparison case by hand. The Contact and Geography constraints pull in two more Level 5 objectives — how cultural interaction shapes societies, and how the management of resources affects sustainability.
It is a summative task: not recall of an existing society but a built one, with each student judged on how well they can justify why their systems turned out as they did. The marked pieces are the design blueprint, each student's written justification, and the presentation.
Full curriculum alignment — NZC objectives & Te Mātaiaho mapping ▸
Primary alignment — The New Zealand Curriculum (2007), Social Sciences, Level 5
The task is anchored to the following Level 5 achievement objectives (quoted verbatim). Social Sciences remains on the 2007 framework; the refreshed learning area was still in draft at the time of writing, so NZC 2007 is the live curriculum for this subject.
- Primary AO: "Understand how systems of government in New Zealand operate and affect people's lives, and how they compare with another system." — the task makes students build the comparison system, enacting the objective's comparative clause directly.
- Supporting AO: "Understand how cultural interaction impacts on cultures and societies." — assessed through the Contact constraint (trade, isolation, expansion, prejudice).
- Supporting AO: "Understand how people's management of resources impacts on environmental and social sustainability." — assessed through the Geography and Technology constraints and the economy students design.
- Supporting AO: "Understand how economic decisions impact on people, communities, and nations." — assessed through the economy and trade choices and their consequences.
The task is deliberately rich enough that, depending on the constraints a group draws, it also opens onto further Level 5 objectives — for example "Understand how people define and seek human rights" (a closed-off or expansionist society), "Understand how people seek and have sought economic growth through business, enterprise, and innovation" (a trade-rich draw), or "Understand that people move between places and how this has consequences for the people and the places" (a high-contact draw). The schedule, however, judges only the systems-thinking construct above — naming a single dominant construct, rather than mapping every possible objective, is what keeps the assessment focused and valid.
Dual alignment — Te Mātaiaho / The New Zealand Curriculum refresh (2025, draft), Social Sciences, Phase 4 (Years 9–10)
For forward compatibility, the task also maps to the refreshed Social Sciences strands (cited as draft, October 2025):
- Civics and Society — "how democratic systems work and how people participate in civic life"; in Years 9–10, "political ideologies, governance systems, and human rights frameworks." (The governance pillar.)
- Geography — "how people interact with physical and human environments… the concept of sustainability." (The geography/resources pillar.)
- Economic Activity — "how financial and economic systems operate… business and government roles… in a global context." (The economy/contact pillars.)
Justification (435 words)
I designed the task backwards from one decision: that the thing worth assessing is whether a student can reason about how the parts of a society depend on one another. Everything else follows. The activity and the marking are deliberately built to rehearse and reward that same reasoning — what Biggs (1996) calls constructive alignment, where doing the task is practising the outcome it is judged on. The three constraints map onto the objectives I am claiming, so the work students produce is direct evidence for the inference I want to make about their understanding (Messick, 1995).
I assess through a built scenario rather than recall on purpose. A constructed society is an authentic problem — open-ended, no single right answer — of the kind that asks students to apply understanding rather than reproduce it (Wiggins, 1989). The constraints are what make it work: without them students reach for the society they already know and the task stops telling me anything; the random draw forces genuine problem-solving and, because no group starts ahead, levels the field across a mixed class.
The hardest problem in any group task is fairness — how do I grade an individual from a shared product (Gibbs, 2009)? My answer is to put the assessed evidence in two individual places: each student's own written justification, and the answers they give in the live question-and-answer. The society is the shared context; the grade attaches to the student's own reasoning about it. Spelling out the schedule's evidence and judgement statements also keeps my marking honest — a second marker working from the same standards should land on the same grade, because the standard, not my impression, decides it (Sadler, 1989).
I keep formative and summative work apart. The first fortnight is low-stakes — my questions, peer feedback, exit tickets — feeding straight back into the design, which is where feedback does the most good (Black & Wiliam, 1998). Only the final presentation and justification are marked.
I also wanted the task to be culturally responsive in more than name. It positions students as designers whose ideas carry authority — a deliberately mana-enhancing stance (Bishop & Berryman, 2009) — and it puts mātauranga Māori on the table as live design options rather than decoration: kaitiakitanga as a way to think about sustainability, rangatiratanga as one model of leadership. Letting students work through writing, design, role-play or oral defence widens the ways in, and builds in the autonomy, competence and relatedness that keep motivation intrinsic (Ryan & Deci, 2000).
What I am after, in the end, is an assessment that measures the right thing, treats every student fairly, and teaches something in the act of being sat.

Part 1 · Constraint cards — the task resource ▸
Each group draws three constraint cards: one for Geography, one for Technology Level, and one for Contact with Other Groups. These constraints are not punishment — they are the structure that makes systems thinking necessary.
Without constraints, all societies look alike: liberal democracies with modern technology, global trade, and happy citizens. With constraints, students must think critically about cause and effect, about what's possible given real limitations, and about how different systems of government and economy emerge from different conditions.

How students get their constraints: Groups draw one card from each category randomly (or assign strategically if you want certain learning outcomes). Once they have their three constraints, they cannot change them. This forces them to design within reality, not wish it away.
Part 2 · The design process (Weeks 1–2) ▸
Over two weeks, groups plan their society. They fill out a Society Design Blueprint (template provided) that documents:
- Foundational Story: Why does your society exist? What brought people together?
- Geography & Settlement: Where do people live? How does terrain shape settlement patterns?
- Governance System: How are decisions made? Who has power? How do leaders emerge?
- Economy: How do people make a living? What goods/services? How is wealth distributed?
- Culture & Values: What does your society celebrate? What are core beliefs? What's forbidden?
- Responses to Challenges: Education, healthcare, justice, environmental care — how does your society handle these?
- Reasoning: For each major choice, why did you design it this way? How do your constraints force this design?
Week 1–2: The Iterative Design Loop
Part 3 · Presentation (Weeks 3–4) ▸
Presentation Format
Each group presents their society in 10–12 minutes, live to the class. The presentation should include:
- Visual aid: A poster, PowerPoint, map, model, or physical display of their society
- Live role-play (optional but encouraged): Students give themselves roles (President, Minister of Economy, Culture Keeper, etc.) and present from those perspectives
- Explanation of key systems: How governance works, how the economy works, what people value
- Connection to constraints: "Our island isolation meant we had to be self-sufficient, so we developed a commons-based economy"
- Creative elements (encouraged): Students may include flag, national anthem, currency design, laws, myths, food, dress — anything that brings the society to life
Important: Students can bring props, sing anthems, wear costumes — whatever makes their society feel real. This isn't about polish; it's about ownership and creativity. A group that sings a badly off-key national anthem they wrote is showing more learning than a group with a slick PowerPoint.
Peer Evaluation
During presentations, peers ask questions and evaluate using the Peer Feedback Form (provided). Peers assess:
- Does the society actually make sense as a system?
- How did constraints shape their design? (Evidence of systems thinking)
- What's one strength? One question or gap?
Peer feedback happens live: "That's interesting how you connected geography to economy, but I'm confused about how a desert society feeds itself." This forces presenters to think on their feet and respond thoughtfully.
Marking Rubric ▸
This schedule is written in the manner of an NCEA/TKI standards-based assessment schedule. Each grade column states an evidence statement (the observable thing the student produces) and a judgement statement (the quality threshold the assessor applies). The three columns describe progressively more demanding performance, in the pattern Achievement → describes/identifies; Merit → explains; Excellence → justifies/evaluates.
Standard assessed: NZC (2007) Social Sciences, Level 5 — "Understand how systems of government in New Zealand operate and affect people's lives, and how they compare with another system," supported by the cultural-interaction and resource-sustainability objectives (see Curriculum Alignment, above).
What is judged, and at what grain: The grade is awarded to the individual student, not the group. Two sources of individual evidence carry the judgement: (1) each student's individual written justification (the "Why did we design it this way?" column of their blueprint, completed in their own words), and (2) each student's responses in the live question-and-answer after the group presentation. The group product (the society and the presentation) is the shared context; the individual reasoning about it is the assessed evidence.

Possible student evidence (worked example — "Zazatown", Excellence)
Aspect 1 — Coherence: "Our island is isolated and pre-industrial, so we can't import food or specialise much — almost everyone farms or fishes. Because surplus is small, we can't support a large bureaucracy, so decisions sit with a rangatira-led council rather than a paid public service."
Aspect 2 — Justification: "We considered a market economy but rejected it: with no outside trade and barely any surplus, money has little to do. A commons where the harvest is shared fits our isolation better — though it does mean we have no buffer if a crop fails, which is our biggest weakness."
Aspect 3 — Defence (live Q&A): Asked "what happens when two families disagree about the commons?", the student reasons on the spot toward a restorative process led by the council, rather than retreating to "we hadn't thought about that."
Sufficiency
A grade is awarded on the best sustained evidence across the three aspects, weighted toward Aspect 2 (systems-thinking justification), which carries the core construct. A student need not reach the same level in every aspect: an overall Merit, for example, is justified evidence at Merit for Aspect 2 with at least Achievement elsewhere. Where group and individual evidence diverge (a strong society but a student who cannot justify it, or vice versa), the individual evidence — the written justification and the live Q&A — is decisive.
A plain-language version of these expectations is shared with students from day one as its own one-page handout: the student-facing rubric. The schedule above is the instrument I mark against; the rubric is what students hold.
Overall judgement: I make a holistic judgement of each individual student against the schedule, using their written justification and their answers in the live Q&A as the decisive evidence. The shared society and presentation set the context; the grade reflects the student's own systems-thinking and how they defend it.

Key Prompting Questions (Week 1–2)
Use these questions to help groups think deeper about interconnections:
- "You chose a monarchy. But your geography is grassland — who defends the kingdom from nomadic raiders? What does that cost?"
- "Your society is pre-industrial and isolated. How do you get metals for tools? How do you get knowledge about medicine or farming?"
- "You're xenophobic but coastal. How do you trade? How do you get goods you can't produce yourself?"
- "Your economy is based on agriculture, but your terrain is desert. How does that work?"
- "You said education is important. But you're pre-industrial with no surplus population. Who teaches? Who attends?"
Managing the Xenophobia Card
If a group draws xenophobia: They may think it's a joke. They may try to design a racist society. Let them try. In Week 1–2, ask: "If you hate outsiders, how do you trade? How do you grow? What happens?"
They will discover the consequences themselves. You're not lecturing; you're asking them to think through systems. Most groups shift perspective without you saying "racism is bad." They figure out that xenophobia is a strategic disaster.
If a group seems to embrace racism genuinely: This is rare but possible. In that case, reframe: "I want to understand your strategy. If you're xenophobic, how do you acquire goods you don't produce? How do you learn about new technologies?" Keep it systems-focused, not moral. The systems will reveal the problem.
Timing
This unit takes 4 weeks:
- Week 1: Draw cards, brainstorm, rough draft (3–4 lessons)
- Week 2: Feedback, refinement, final design (3–4 lessons)
- Week 3: Presentation prep, visuals, practice (2–3 lessons)
- Week 4: Live presentations + peer feedback (1–2 lessons)
Adjust based on your class. Some groups finish fast; others need more time to refine.
Why This Assessment?
This task aligns with NZC Social Sciences Level 4–5, which emphasises inquiry and systems thinking. Students are not memorising facts about government systems; they are building systems and discovering, through their own work, why different types of government emerge under different conditions.
The task is also grounded in Self-Determination Theory (Ryan & Deci, 2000). Students have autonomy (they design the society, within constraints), competence (they solve real problems, and see their ideas work), and relatedness (they collaborate with peers). This combination drives intrinsic motivation — students work deeply because they care, not because they're chasing a grade.
The Constraint Cards: Why They Matter
Without constraints, students design utopian liberal democracies with modern technology and no serious problems. With constraints, they hit reality. A group drawing "Desert + Pre-Industrial + Isolated" cannot design a complex bureaucracy — they don't have the surplus population or resources. They must think about what's actually possible. This is systems thinking: understanding that context shapes possibility.
The constraints also prevent a hidden problem in PBL: wealthy students designing wealthy societies, poor students designing poor ones. Constraints are random (mostly), so all groups face genuine puzzles.
The Xenophobia Card: Pedagogy of Reflection
The xenophobia card is pedagogically powerful because it uses experiential learning, not lecture. A student who thinks "racist society = fun" quickly discovers:
- You cannot trade if you hate outsiders → economic isolation
- Isolation means no access to outside knowledge → technological stagnation
- No growth means no prosperity → the prejudice becomes a curse
- This is not a moral argument; it's a systems argument
Students *discover* why xenophobia is a bad idea through systems thinking, not through preaching. This is far more powerful than a lecture about racism. In observed practice, students who draw this card often undergo genuine shifts in perspective.
Accessibility & Inclusivity
This task is accessible to diverse learners because:
- Multiple ways to participate: Some students excel at big-picture governance, others at detailed economy, others at culture and creativity. All are valued.
- Creative modes: Writing, drawing, speaking, singing, role-play — students find their niche.
- Scaffolding provided: Templates guide thinking without constraining it.
- Peer learning: Groups teach each other; struggling students benefit from group discussion and peer explanation.
- Formative feedback loop: Teacher prompts during Week 1–2 help all groups refine their thinking.
Validity & Fairness
What the rubric measures: System coherence (do the parts fit?), systems thinking (can they explain why?), and communication (can they articulate it?). These are genuine outcomes, not surface features. A group with a slick PowerPoint but incoherent society scores lower than a group with rough visuals but sound reasoning.
Fairness: Rubric criteria are transparent. Constraints are random, so no group is disadvantaged by starting conditions. Peer feedback ensures students see multiple models of what's possible.
Why It's Summative (Not Formative)
This is a summative assessment because it happens after two weeks of iterative design and feedback. By presentation time, students have refined their thinking multiple times. The presentation assesses the finished product of that learning process, not the rough draft.
Formative feedback happens during Week 1–2 (teacher prompts, peer draft feedback). Summative assessment happens in Week 4 (final presentations).

The constraint cards are the KEY. They force you to think realistically. Without them, everyone designs utopian liberal democracies with modern tech and no problems. With them, you have to solve real puzzles.
