Setting the Scene (3 minutes)
Ask ākonga to think of a place in nature they love — a beach, a river, a bush track near their home. Ask: "What would it feel like if that place disappeared, or changed beyond recognition within your lifetime?"
That is the reality for many communities in Aotearoa and across Te Moana-nui-a-Kiwa (the Pacific Ocean) today. In Lesson 1 we explored Antarctic ice loss. Today we bring that home — to the places and communities we know and love.

Activity 2: Cyclone Gabrielle 2023 — Case Study (25 minutes)
Āwhā Gabrielle — A Climate Disaster in Our Backyard

In February 2023, Cyclone Gabrielle made landfall in Aotearoa New Zealand as one of the most destructive storms in the country's recorded history. Fuelled by warmer-than-average sea surface temperatures in the Pacific — linked directly to global climate change — the cyclone caused catastrophic flooding and landslides across large parts of the North Island.
Source: New Zealand Treasury and National Emergency Management Agency reporting on the 2023 North Island severe weather events. Figures were still being revised after publication — have ākonga check the current numbers.

The Climate Science Connection
NIWA scientists confirmed that the warm sea surface temperatures that intensified Cyclone Gabrielle were consistent with what climate models predict as global warming increases. While no single event can be solely attributed to climate change, NIWA stated the extreme rainfall was made more intense and more likely by climate change. This is called climate attribution science.
Key concept: Climate change does not create cyclones. It supercharges them — warmer oceans provide more energy, allowing storms to intensify faster and carry more moisture.
The Māori Dimension — He Āhua Māori
Research and community leaders from Tairāwhiti and Hawke's Bay identified that Māori communities — particularly those in rural areas on Māori land — experienced disproportionate impacts. This is not coincidence. Structural reasons include:
- Geographic vulnerability: Many Māori-owned lands are in flood plains or low-lying river areas — a legacy of raupatu (land confiscations) that left less desirable land in Māori hands after the 19th century
- Infrastructure gaps: Rural roads, bridges, and communications infrastructure on Māori land had received less government investment over time
- Cultural loss: Marae, wharenui (meeting houses), and urupā (burial grounds) were damaged or made inaccessible — losses that carry deep wairua (spiritual) significance that cannot be monetised
- Food sovereignty: Many whānau relied on mahinga kai (gathering food from the land and water), kāinga gardens, and local food sources that were destroyed or contaminated
- Recovery inequity: Lower insurance rates in rural Māori communities; access to government support often slow and bureaucratically complex
"Ko Papatūānuku e takoto ana, ko ia e haumaru ana i a tātou." — Papatūānuku who lies beneath us, she is our shelter and protection. When Papatūānuku is wounded by the climate crisis, she cannot shelter all her children equally.

- Why might Māori communities experience climate disasters more severely? Is this simply "bad luck," or are there deeper historical and structural reasons?

In this activity, ākonga simulate interviews to build empathy, critical thinking, and understanding of Pacific climate justice.
Background: The Pacific Climate Reality
Tuvalu
- Average elevation: approximately 2 metres above sea level
- Population: approx. 11,000 people
- 2023: Signed the Falepili Union with NZ — a landmark climate migration pathway allowing Tuvaluan citizens to live and work in Aotearoa
- Saltwater intrusion into freshwater lenses already occurring
- Cyclone frequency and intensity increasing year on year
Kiribati (Kiribas)
- 33 atolls spread across the central Pacific
- Average elevation: less than 2 metres above sea level
- Freshwater wells contaminated by saltwater during king tide events
- Government purchased land in Fiji as a potential future relocation site
- Coral bleaching destroying reef-based food systems and coastal protection

Setup: In pairs, one student is the interviewer (a journalist or researcher), and one student takes the role of a community member from Tuvalu or Kiribati. Use the character cards below as a guide, then draw on your own empathy and imagination to extend the conversation.
Character Card A: Sina, 16, Funafuti, Tuvalu
Sina's family has lived on the same atoll for generations. Her grandfather's urupā (grave) is threatened by rising seas. Her school yard floods during king tides. The government's Falepili Union with New Zealand is being discussed — Sina is uncertain. She loves her home and her people deeply, but she is afraid. She wants to finish school in Tuvalu, but wonders if she will be able to.
Key feelings to explore: grief, uncertainty, pride in culture, fear of losing home, quiet determination
Character Card B: Teaoto, 45, Tarawa, Kiribati
Teaoto is a fisherman and father of four. The coral reefs he fished as a young man are now bleached and largely empty. The freshwater well his family has used for decades now tastes salty. His government purchased land in Fiji, but Teaoto does not want to leave the land of his ancestors. He feels deeply that his people are paying the price for emissions from wealthy countries — including New Zealand.
Key feelings to explore: injustice, pride, deep anger, pragmatism, love of ancestral place

Option 1: Local Investigation (20 minutes)
Research one specific climate impact in your local area. Has there been flooding, drought, coastal erosion, or extreme weather in recent years? Interview a whānau member or community elder about environmental changes they have noticed in their lifetime. Record what they share — their observations become part of our collective knowledge.
Option 2: News Analysis (30 minutes)
Find three news articles from 2022–2024 about climate impacts in Aotearoa or the Pacific. For each article note: What happened? Who was affected? What caused it? How does it connect to the broader pattern of global warming? Consider if Māori or Pacific communities were specifically affected and how.
Option 3: Letter to a Pacific Youth (30 minutes)
Write a letter to Sina (the character from Tuvalu) from your perspective as a young person in Aotearoa. Acknowledge her reality. Explain what you now understand about how New Zealand contributes to climate change. Share what you commit to doing differently. This letter may form part of your kaitiaki portfolio in Lesson 8.
