Read these cards as evidence, not as permission to speak for Tuvaluan or i-Kiribati people. Separate verified facts from inference, identify whose voices are missing, and name what a responsible researcher would seek next.
Card A · Tuvalu — treaty and mobility evidence
Tuvalu's average elevation is about 2 metres above sea level. The Australia–Tuvalu Falepili Union was signed on 9 November 2023 and entered into force on 28 August 2024. It creates a special mobility pathway for Tuvaluan citizens to live, study and work in Australia. The treaty is with Australia, not New Zealand.
Boundary: these facts do not tell us how any Tuvaluan person feels about mobility, home, sovereignty, or the treaty.
Card B · Kiribati — exposure evidence
Kiribati comprises 33 atolls and reef islands spread across a vast area of the Pacific. Much of its land is less than 2 metres above sea level. Sea-level rise, saltwater intrusion into freshwater, marine heat and coral bleaching create connected risks for water, food systems, homes and infrastructure.
Boundary: exposure data cannot stand in for i-Kiribati priorities or lived experience. Those require named, attributable i-Kiribati sources.
